This sort of thing has happened before This has always happened before.
Firearms made armor obsolete as guarantors of safety. Cannons made castles obsolete. Aircraft rendered border defenses inadequate. ICBMs rendered anti-aircraft defenses inadequate, as do drones in a different way. Defenses have to adapt to new technologies.
If your society/economy relies on exquisite technology that is difficult or time consuming to replace, that society is vulnerable to many forms of destructive violence, including drones, but also terrorism or political movements prepared to utilize force.
Like globalized supply chains, some critical infrastructure has been built assuming that it exists in a world that is exclusively benign. That’s unwise. Investing more in redundancy and defenses are justified in a now mesh networked world that was never entirely safe. As the sun sets on Pax Americana this has become increasingly clear. I propose all smart democracies build a Sentient, Kinetic, Y-axis network, or SKYNET , specializing in swarms of smart drones. Like CERN, only for unwanted collisions. Do you follow?
Its not paranoia when they are out to get your sea people.
