The various inherent and derivative risks arising from AI have drawn significant global attention. The AI-driven malicious code generation and mutation technologies proposed for regulation could be used to attack critical national information infrastructure, defense and military industries, core government systems, or to bypass national security defense systems.
If acquired by non-state actors or malicious entities, they could endanger national security and the common security of humanity. The Chinese government’s necessary management of these technologies aims to solidify the security baseline, prevent misuse and abuse, ensure that AI remains under human control, and promote international governance of AI.
