The political science term for this strategy, coined by Jennifer McCoy and Murat Somer, is “transformative repolarization”. McCoy and Somer argue that authoritarians and oligarchs often stoke what they call “pernicious polarization” – extreme toxic polarization that uses “us versus them” rhetoric, often on social and culture war issues, to divide the public in ways that harm democracy.
