The Second Congress of the Russian Social Democratic Labour Party (RSDLP) was a pivotal event in the history of the Russian Social Democratic Labour Party. It was held from July 30 to August 23, 1903, initially in Brussels and then relocated to London due to police pressure. The congress was attended by 57 delegates, including Vladimir Lenin, Julius Martov, and Leon Trotsky. 

The central dispute was over Paragraph 1 of the party rules, which defined membership. Lenin advocated for a restrictive criterion requiring active participation in a party organization and regular financial contributions, while Martov favored a broader definition emphasizing general support for the party's decisions and press. Lenin's position prevailed narrowly by a vote of 24 to 20, earning his supporters the temporary label "Bolsheviks" (majority). This fracture, solidified by November 1903 when Lenin resigned from key bodies and Mensheviks seized control of Iskra.
