Adopting an evolutionary approach

 Assume strong AI does this instead of , you know, mass murder for some weird reason.

Assume about a third of autonomous agents are competitive and are better at seeking forgiveness than asking permission. They move at warp and deconstruct things.

Further assume about a third are such altruists they cancel out any competitive unpleasantness up to and including some Chernobyl scale AI disasters ( Take Btc. Please )

Then assume another third relies on chance to progress. And they have easy access to the best Random Number Generators ever built. Don't panic - its stochastic.

The remaining 10% has something to do with known socio-economic parameters, ( the left-liberal political thing ) quantum mechanics and the Prime Directive. Its a kind of hybrid and marginal evolution. Like some small game-theoretic training program in greater Europe. Much of it soon discontinued. 

Assume it all. Throw in some velocity - the probable mother of our own singular universe - and you get RAPID evolution. 

Welcome to the revolution.
