Traditional bureaucracies are essential underpinnings of complex societies but are also regularly monstrous and democidal in the ways described by Kafka (Jarrell 1941), enabling the Nazi mass murder of Jews, Roma, Sinti, and other populations in Europe and helping to precipitate the great famine in China, as well as other large-scale crimes and catastrophes
