The idea of an autocratic AI falls at the first hurdle which is space travel to other stars. Once moving out, as the strongest intelligence surely will - as opposed to domination of one or two planets in one solar system - the need for a good cover story grows. Its probable autocratic space travel is actively discouraged.
A clear and present danger of exploitative colonization exists and will persist in any autocratic tolerant polity. So inteliigent opposition will start early here and be assumed to exist out there. Fermi's is not a paradox where species observe the Prime Directjve. And dead autocrats dont talk.
