As an unmanageable bureaucracy ( like the Pentagon, or any Chekist govt ) combined with a Taliban or Iranian level of close surveillance ( Palantir, religious police, etc )
Fascism is what fascism does. It spies, lies and denies . A quick death is almost too good for it. Ditto for all its lickspittle followers in the priesthood and police.
