First contact

 Just as no military plan survives first contact with an enemy,  no applied cryptoanarchist theory survives repeated bad outcomes.  

Even as self-interested a political conservative as Bismark practised utilitarianism.  So enlightened self-interest should always attract majority support.  And we have to think big now we're going after the major elites.  Are you up for this?

All nation-states.  All large public religions.  All large corporates.
